President Trump on Tuesday signed the American Declaration of Freedom in Space, proclaiming that the solar system and all of outer space beyond Earth are "the province of all humans," open to exploration, development, use and the establishment of a permanent presence by American citizens, consistent with United States law and the country's international obligations.
The proclamation commits the United States to return to the Moon by 2028, to lay the foundation for a permanent American presence there, and to hasten the day an American becomes the first person to set foot on Mars. It points to this past April's Artemis II mission, which carried astronauts around the Moon and farther from Earth than any human had ever traveled, and to Artemis III, set for next summer.
The document frames space as the frontier where the next century will be decided: the nation that leads in space, the President argues, will shape the future of humanity and be the most prosperous nation on Earth, with a thriving commercial space industry carrying American jobs, technology and security beyond the planet. It pledges that the United States will carry its values of faith and freedom wherever it journeys, "so that freedom may forever ring among the stars."
