President Volodymyr Zelenskiy said on Monday that Ukraine has waited nearly a month for U.S. Defense Secretary Pete Hegseth to sign off on Patriot and NASAMS missiles under the PURL programme.
PURL — the Prioritised Ukraine Requirements List — is the arrangement under which Ukraine's partners pay for American-made weapons for Kyiv. Each package still needs Washington's approval before the weapons can move, and it is that sign-off Zelenskiy says has now been waiting nearly a month.
Zelenskiy said he has told his team to raise the matter with Washington again.
The wait comes as Russia steps up its attacks on Ukraine's energy sites — the strikes on power and heating infrastructure that leave Ukrainian cities facing cuts as winter approaches.
Patriot and NASAMS are the American air-defence systems Ukraine relies on to shoot down Russian missiles and drones. On Zelenskiy's account, the missiles exist and the funding route exists — what Kyiv is still waiting for is a signature in the Pentagon.
