End Citizens United has filed a nine-page complaint with the Federal Election Commission and the Senate Ethics Committee asking both bodies to investigate Doc's PAC, the leadership PAC of Kansas Senator Roger Marshall, over three payments totalling $66,200 to Brent Robertson, the senator's chief of staff, described in the filings as payment for "strategic consulting."
The payments were $30,000 on January 17, 2025, $3,200 on July 18, 2025 and $33,000 on January 28, 2026. The complaint's argument is that a leadership PAC may give its own associated candidate no more than $5,000 in goods and services per election — and that paying the senator's chief of staff $66,200 was, in substance, support for Marshall's own operation far beyond that line, in violation of federal campaign-finance law. A complaint is an allegation, not a finding: neither the FEC nor the Ethics Committee has ruled on it, and no authority has found that Marshall or his PAC broke any rule.
Marshall's campaign lawyer, Steve Roberts, answered that the senator "operates in full compliance with all applicable rules and laws." That is the campaign's position, stated as it was given: the payments were lawful, and the complaint is wrong.
For Kansas voters, two facts belong next to the filing itself. The complaint lands two days before Tuesday's midterms in a Senate race rated a toss-up, and it comes from a group that has endorsed Marshall's Democratic opponent, the Rev. Adam Hamilton — which does not decide whether the allegation is right, but is part of how voters will weigh it. The rule underneath the fight matters beyond one race: leadership PACs exist so a member of Congress can raise money to support colleagues and build standing inside the party, and the $5,000 line is what is meant to stop one becoming a second, loosely limited account for the member's own team. Whether Doc's PAC crossed that line is now a question for the FEC and the Ethics Committee.
