Senator Mike Lee of Utah amplified the point on Tuesday: JD Vance, as Vice President and President of the Senate, has the full authority to overrule the Senate parliamentarian — the unelected official whose procedural rulings currently stand in the way — and clear the path for key bills like the SAVE America Act.

The parliamentarian advises the presiding officer on Senate rules and precedent, and those rulings shape what legislation can move and how. But the rulings are advice, not law. The officer sitting in the chair can rule differently, and while the full Senate can vote to overturn a ruling from the chair, the authority to rule in the first place sits with the presiding officer — and in the Senate, that officer is the Vice President.
The bill at the center of it, the SAVE America Act, would require Americans to show documentary proof of citizenship — such as a passport or a birth certificate — when registering to vote in federal elections. The House passed it on February 11. In the Senate it has sat behind procedural walls, with supporters arguing that the parliamentarian's rulings are being used to keep a bill with majority backing from ever reaching a clean vote.
Democrats oppose the SAVE Act, arguing that citizenship is already required to vote in federal elections and that documentary requirements would burden eligible voters who do not have the papers at hand. Supporters answer that a requirement without verification is an honor system — and that confirming citizenship at registration is the minimum a country can do to protect its elections.
Lee's amplification puts the question directly in front of the White House: the tool exists, the chair is in Republican hands, and the bill is waiting. Whether Vance uses the authority is now the story to watch.
