EXPOSED: Ilhan Omar introduced the MEALS Act, which removed the guardrails that protected child nutrition programs from fraud — and criminals used those openings to steal $250 million meant to feed children. The law let the USDA waive the site visits, monitoring and paperwork checks that kept the programs honest, and once those guardrails were gone, fraud networks built fake feeding sites, invented rosters of children and billed the government for meals that were never served. Omar has said that linking her to the fraud is "flat-out false" and has never been charged — and the system her law created is what the criminals walked through.

That is how a federal judge described what the MEALS Act did, in a November 2024 ruling blasting Minnesota's education department for lax oversight — the judge wrote that the department "failed to act" on what it called red flags and warnings about Feeding Our Future long before the money disappeared. The DOJ has called the case the largest COVID-19 fraud scheme in the country: roughly $250 million taken, 78 people charged and 57 convicted so far, in a scheme run through the nonprofit Feeding Our Future. Its founder, Aimee Bock, was convicted of masterminding it and sentenced to 42 years in prison.
The questions around Omar's office keep coming back. Federal court exhibits sealed from the public included communications between Bock and Omar's office, and when Republicans pushed to subpoena Omar's records in the case, the effort narrowly failed — five votes to three. Prosecutors have continued widening the probe, adding new defendants this fall from networks that used the same waiver-era openings, and federal agents have now searched Omar's home as part of the broader investigation. Supporters say pandemic waivers were about feeding kids fast in a crisis and no one has tied Omar to a dollar of the theft — but the guardrails her law removed were the ones designed to stop exactly this.
